Councillor Noble has now publicly stated that she took verbal legal advice from professional librarians and County Council lawyers that the Council’s current library plans do not contravene the 1964 Public Libraries Act, which states that local authorities are legally obliged to provide a comprehensive and efficient library service. We now know that five other senior professional librarians in Gloucestershire have questioned the plans and the legality of them.

The Friends of Gloucestershire Libraries Group will be pursuing this matter further and continue to raise questions as we believe this is a matter of great public interest in Gloucestershire. As well as following up our FoI request with Gloucestershire County Council, we have also sought our own legal advice on the matter and will post updates on the website as we receive information.
